And when you travel in the land, it is no sin for you to shorten some of your obligatory prayers; if you fear that disbelievers may cause you harm; undoubtedly the disbelievers are open enemies to you.
‘Allamah Maulanà Sayyid Muhammad Naim-ud-Din Muradabadi رَحْمَةُ الله عليه has stated: Fear of [harm by] non-believers is not the only condition to do Qasr (shortening the Salah). Sayyiduna Ya’la bin Umayyah رضي الله عنه asked the Companion Hadrat Sayyiduna ‘Umar Faruq-e-A'”zam رَحْمَةُ الله عليه, “We are in a state of security and safety then why do we Qasr [shorten our Saläh]. He رَحْمَةُ الله عليه replied, “I was also wondering about this, therefore I asked the Noble Prophet صَلَّى ٱللَّٰهُ عَلَيْهِ وَسَلَّمَ. Upon this Rasulalläh صَلَّى ٱللَّٰهُ عَلَيْهِ وَسَلَّمَ replied, “This is a Sadaqah [charity] from Allah عَزَّ وَجَلَّ, so accept this Sadaqah.” (Sahith Muslim, VI, P231)
